On July 10, 2024, the Ministry of Public Security issued Circular 32/2024/TT-BCA amending Circular 149/2020/TT-BCA guiding the Law on Fire Prevention and Fighting; the amended Law on Fire Prevention and Fighting; and Decree 136/2020/ND-CP guiding the Law on Fire Prevention and Fighting and the amended Law on Fire Prevention and Fighting; and Circular 08/2018/TT-BCA guiding Decree 83/2017/ND-CP regulating rescue work of the fire prevention and fighting forces.

After 8 years from promulgation of the Law on Real Estate Business 66/2014/QH13 (Law on Real Estate Business 2014), the implementation of this law still has many shortcomings, causing difficulties and hindering business activities, transactions in the real estate market. Realizing the urgency in completing the provisions of the Law on Real Estate Business 2014, in order to remove obstacles, difficulties from the remaining shortcomings, on November 28, 2023, the National Assembly promulgated the Law on Real Estate Business 29/2023/QH15 (Law on Real Estate Business 2023), effective from August 1, 2024.

Decree 01/2021/ND-CP on enterprise registration (Decree 01) has positively impacted administrative procedure reform in enterprise registration but also revealed certain shortcomings. Therefore, the Ministry of Planning and Investment is currently developing a draft to amend and supplement several provisions of Decree 01.

On May 4, 2024, Decree 46/2024/ND-CP (Decree 46) on amending and supplementing some articles of Decree 99/2013/ND-CP on sanctions of administrative violations in industrial property was issued by the Government, which shall take effect on July 1, 2024.

On February 27, 2024, the Government issued Decree 23/2024/ND-CP providing details for several articles and measures for implementing the Law on Bidding on investor selection for projects subject to bidding as prescribed by specialized laws (Decree 23). Decree 23 is issued to complete the legal framework on investor selection to implement business investment projects in accordance with new regulations of the Law on Bidding 2023.

On May 10, 2024, the Government issued Decree 50/2024/ND-CP amending Decree 136/2020/ND-CP guiding the Law on Fire prevention and fighting and the Law on Fire prevention and fighting (amended) and Decree 83/2017/ND-CP regulating the rescue work of fire protection and prevention forces.
