In order to overcome the inadequacies and obstacles in civil transaction practice that Decree 163/2006/ND-CP on secured transactions issued under Civil Code 2005 has not yet resolved, on March 19, 2021, the Government has issued Decree 21/2021/ND-CP guiding on the implementation of Civil Code 2015's regulations on securing the performance of obligations. This Decree has been effective since May 15, 2021.

The Law on Intellectual Property is being amended and supplemented (the Draft IP Law) to overcome several problems arising in practice, ensuring conformity to the current science and technology development and meeting the commitments under the international treaties Viet Nam has engaged in.

On March 26, 2021, the Government issued Decree No. 31/2021/ND-CP providing details and guidelines for implementation of several articles of the Law on Investment. The Decree took effect from the date of promulgation.

On April 1, 2021, the Government promulgated Decree No. 47/2021/ND-CP providing details for a number of articles of the Law on Enterprises on social enterprises, state-owned enterprises, group of companies, and national defense and security enterprises. The Decree took effect from April 1, 2021.

On March 3, 2021, the Government issued Decree 15/2021/ND-CP providing in detail some contents on construction investment project management (Decree 15) to replace Decree 59/2015/ND-CP; Decree 42/2017/ND-CP; Article 1, Article 4, and Appendix I to Appendix IX of Decree 100/2018/ND-CP. Decree 15 takes effect from the date of promulgation.

In order to create a legal framework for information collection and processing, to strengthen the protection of personal information, as well as to combat illegal personal information trading and sharing, the Ministry of Public Security has been developing the Draft Decree on personal data protection based on opinions of individuals and organizations.
