Draft Law on Support for Small and Medium-Sized Enterprises: New support mechanisms proposed

The Ministry of Finance is currently seeking public comments on the Draft Law on Support for Small and Medium-Sized Enterprises (Amended). The Draft Law is expected to replace the Law on Support for Small and Medium-Sized Enterprises 2017, as several regulations under the current law have revealed shortcomings and challenges in practice that hinder the effectiveness of support measures for enterprises.

Highlights of the Draft Decree amending the Decree on organization and operation of Small and Medium Enterprise Development Fund

To complete the regulations on lending and sponsoring in accordance with newly issued legal normative documents, the Ministry of Planning and Investment is developing a Draft Decree amending and supplementing a number of articles of Decree 39/2019/ND-CP on organization and operation of Small and Medium Enterprise Development Fund. This article will analyze some notable contents of the Draft related to lending and sponsoring from the Small and Medium Enterprise Development Fund that possibly affect business activities of enterprises.

Some outstanding contents of the Decree guiding the Law on Support for Small- and Medium-sized Enterprises

On August 26, 2021, the Government issued Decree 80/2021/ND-CP detailing and guiding the implementation of some articles of the Law on Support for Small- and Medium-sized Enterprises (Decree 80), replacing Decree 39/2018/ND-CP (Decree 39). Inheriting several regulations of Decree 39, Decree 80 has also amended and supplemented many other contents of the previous document.
