Decree 69/2026/ND-CP: Notable changes to administrative sanctions in the field of fire prevention and fighting

To enhance compliance in the field of fire prevention and fighting, rescue and salvage, and to ensure consistency with the applicable legal framework on fire prevention and fighting, rescue and salvage, on March 6, 2025, the Prime Minister issued Decree 69/2026/ND-CP amending and supplementing a number of provisions of Decree 106/2025/ND-CP on administrative sanctions in this field.

Law on Investment 2025: Refining the institutional framework and enhancing the quality of the investment and business environment

On December 11, 2025, the National Assembly promulgated the Law on Investment 2025, which takes effect from March 1, 2026 and replaces the Law on Investment 2020. The Law on Investment 2025 is enacted with the expectation of improving the legal framework governing investment, promptly addressing difficulties and obstacles faced by domestic and foreign investors, at the same time reducing and simplifying a number of investment and business procedures to facilitate individuals and enterprises.

On October 14, 2025, the Government promulgated Decree 267/2025/ND-CP (Decree 267) providing details for certain provisions of the Law on Science, Technology and Innovation 2025, which took effect on October 1, 2025. Decree 267 provides detailed guidelines for the implementation of the Law on Science, Technology and Innovation 2025 with respect to science, technology and innovation programs and tasks, as well as measures to promote scientific research, technological development, and innovation activities.

Responsibilities of lawyers regarding beneficial ownership under the Anti-Money Laundering Law

The concept of “beneficial owner of enterprises” (BO) is first officially introduced and clearly defined in the Law amending and supplementing a number of articles of the Law on Enterprises 76/2025/QH15 (Amended Law on Enterprises 2025). This law imposes several obligations on enterprises relating to BO, including declaration of BO information and disclosure of data necessary for BO identification. In parallel, the applicable anti-money laundering law also stipulates the responsibilities of lawyers and law-practicing organizations in updating and verifying client identification information during their provision of legal services.
