Decree 260/2026/ND-CP: A breakthrough in support policies for hi-tech and strategic technology start-up enterprises

To provide detailed guidance on Law on High Technology No. 133/2025/QH15 and establish a dedicated incentive mechanism to boost the innovation ecosystem and foster hi-tech and strategic technology start-up enterprises, on June 30, 2026, the Government issued Decree No. 260/2026/ND-CP on elaboration and measures for implementation of the Law on High Technology (Decree 260), which comes into force from July 1, 2026. The article provides some notable highlights of Decree 260 that hi-tech and strategic technology start-up enterprises should pay attention to.

What incentives for enterprises operating at the Vietnam National Innovation Center?

On May 5, 2025, the Government issued Decree 97/2025/ND-CP stipulating incentives and policies for the Vietnam National Innovation Center (NIC). The Decree was issued when several regulations on incentives and policies for the NIC, organizations, and individuals operating at the Center needed a breakthrough to promote creative startup and innovation activities. Decree 97 takes effect from the date of issuance and replaces Decree 94/2020/ND-CP, which stipulates the same content. This paper will focus on introducing several incentives and policies for enterprises operating at the NIC and some other outstanding new points of Decree 97.
