On February 1, 2024, to solve some obstacles, create a more favorable legal background, and promote the development of high-tech parks, the Government issued Decree 10/2024/ND-CP on high-tech parks (Decree 10), replacing Decree 99/2003/ND-CP on high-tech park regulation and Article 112, Decree 31/2021/ND-CP (amending and supplementing some articles of Decree 99/2003/ND-CP).

On November 30, 2023, the Ministry of Science and Technology promulgated Circular 23/2023/TT-BKHCN guiding the Law on Intellectual Property (IP Law) and Decree 65/2023/ND-CP guiding the IP Law on industrial property, protection of industrial property rights, and rights to plant varieties and State management of intellectual property related to the procedures for establishing industrial property rights and ensuring industrial property information.

After more than 9 years of implementation, the provisions of the Law on Bidding 2013 have revealed many limitations and shortcomings when implemented in practice, and are no longer suitable for the current socio-economic situation. Therefore, to improve the regulations on bidding, on June 23, 2023, the National Assembly passed the Law on Bidding 2023, replacing the Law on Bidding 2013 and taking effect on January 1, 2024.

In order to meet the practical situation’s needs and ensure compliance with new legal regulations on secured transactions and other related regulations, the Ministry of Finance has issued Circular 61/2023/TT-BTC providing regulations on the fees, the regimes of collection, payment, management, and use of fees in the field of secured transaction registration (Circular 61). Accordingly, Circular 61 will take effect from November 15, 2023 and amend and supplement several contents related to the application scope and fees applied.

On April 26, 2023, the National Assembly promulgated the Law on Protection of Consumers Rights 2023 (LPCR 2023) replacing LPCR 2010. LPCR 2023 has addressed the limitations and shortcomings of the LPCR 2010 while also amending and supplementing numerous new provisions to enhance the quality of consumer rights protection in various transactions. LPCR 2023 has come into effect since July 01, 2024.

On August 23, 2023, the Government promulgated Decree 65/2023/ND-CP providing details for several provisions and measures for implementation of the Law on Intellectual Property on industrial property, protection of industrial property rights, rights to plant varieties, and state management of intellectual property. This Decree takes effect from the date of signing.
