On January 3, 2023, the Ministry of Finance issued Circular 30/2023/TT-BTC guiding the registration, depository, exercise of rights, transfer of ownership right, payment, and organization of the market for the trading of privately placed corporate bonds in the domestic market. This Circular takes effect from July 1, 2023

On April 26, 2023, the Government promulgated Decree 17/2023/ND-CP detailing several provisions and measures for implementation of the Law on Intellectual Property on copyright and related rights. Decree 17 potentially creates significant impact on several parties such as organizations and individuals doing scientific research/academic studies, enterprises doing business in the fields of entertainment and providing intermediary services.

On April 17, 2023, the Government issued Decree 13/2023/ND-CP on personal data protection (Decree 13) with the goal of meeting requirements on protecting personal data rights, preventing acts of infringing personal data, and affecting the rights and interests of individuals and organizations.

On May 3, 2023, the Government issued Decree 08/2023/ND-CP amending and supplementing Decree 153/2020/ND-CP and Decree 65/2022/ND-CP, and suspending the effectiveness of a number of articles in Decree 65/2022/ND-CP related to private placement and trading of corporate bonds in domestic market and offering of corporate bonds in international market.

To complete the regulations on lending and sponsoring in accordance with newly issued legal normative documents, the Ministry of Planning and Investment is developing a Draft Decree amending and supplementing a number of articles of Decree 39/2019/ND-CP on organization and operation of Small and Medium Enterprise Development Fund. This article will analyze some notable contents of the Draft related to lending and sponsoring from the Small and Medium Enterprise Development Fund that possibly affect business activities of enterprises.

On September 16, 2022, the Government promulgated Decree 65/2022/ND-CP amending and supplementing some articles of Decree 153/2020/ND-CP on offer and trading of privately placed corporate bonds in the domestic market and offer of corporate bonds to the international market.
