On April 1, 2021, the Government promulgated Decree No. 47/2021/ND-CP providing details for a number of articles of the Law on Enterprises on social enterprises, state-owned enterprises, group of companies, and national defense and security enterprises. The Decree took effect from April 1, 2021.

On March 3, 2021, the Government issued Decree 15/2021/ND-CP providing in detail some contents on construction investment project management (Decree 15) to replace Decree 59/2015/ND-CP; Decree 42/2017/ND-CP; Article 1, Article 4, and Appendix I to Appendix IX of Decree 100/2018/ND-CP. Decree 15 takes effect from the date of promulgation.

In order to create a legal framework for information collection and processing, to strengthen the protection of personal information, as well as to combat illegal personal information trading and sharing, the Ministry of Public Security has been developing the Draft Decree on personal data protection based on opinions of individuals and organizations.

After nearly 10 years of implementation, the Securities Law 2006 which was amended and supplemented in 2010 has revealed shortcomings and it is now no longer suitable with the development of the economy as well as compatible with the changes of relevant legal documents. Therefore, on November 26, 2019, the National Assembly passed the Securities Law 2019 to replace the Securities Law 2006 amended in 2010 and officially came into effect on January 1, 2021.

Inheriting the achievements as well as overcoming limitations of the Law on Investment 2014 after nearly 6 years of implementation, the Law on Investment 2020 was adopted by the National Assembly and came into force on January 01, 2021.

In order to strictly control the issuance of corporate bonds through private placement, the Government promulgated Decree 81/2020/ND-CP providing amendments and supplements to Decree 163/2018/ND-CP on issuance of corporate bonds.
