Highlights of the Law on Health Insurance 2024

Participating in health insurance is one of the fundamental rights of citizens, which has been stipulated in the Law on Health Insurance 2008 and its guiding documents. However, after 15 years of implementation, the Law on Health Insurance 2008 has revealed certain limitations and shortcomings. As a result, on November 27, 2024, the National Assembly issued Law No. 51/2024/QH15 to amend and supplement several provisions of the Law on Health Insurance 2008 (Law on Health Insurance 2024).

New regulations of Law on Trade Union 2024

On November 27, 2024, the National Assembly promulgated the Law on Trade Union No. 50/2024/QH15, replacing the Law on Trade Union 2012 (Law on Trade Union 2024). This Law is promulgated to overcome the limitations and inadequacies of the Law on Trade Union 2012 after more than 10 years of implementation, such as: some matters regarding the organizational system, financial mechanism, trade union rights, etc.. In addition, the Law on Trade Union 2024 aims to institutionalize the Constitution 2013, policies and resolutions of the Party and ensure the consistency of the legal system. The Law on Trade Union 2024 will take effect from July 1, 2025.

Some new points in the Draft Law on Health Insurance

In order to perfect the regulations on health insurance in accordance with the Party's policies and orientations, in line with the practice and the compatibility with the health insurance laws of other countries, the Ministry of Health is drafting a Law amending and supplementing a number of articles of the Law on Health Insurance.

New regulations on statutory minimum wages paid to employees working under labor contracts

On June 30, 2024, the Government promulgated Decree 74/2024/ND-CP prescribing statutory minimum wages paid to employees working under labor contracts, thereby changing the regulations on the hourly and monthly statutory minimum wages, at the same time, readjusted some areas applying the minimum wage according to Regions I, II, III, IV Upon its effectiveness, Decree 74/2024/ND-CP will replace the previous Decree 38/2022/ND-CP prescribing statutory minimum wages paid to employees working under labor contracts.

Some new points in the Draft of Law on Employment

The Law on Employment 2013 is the first law that fully and comprehensively regulates the employment relationships and labor market in Viet Nam. However, after over nine years of implementation, the Law on Employment 2013 has shown several inadequacies that are no longer suitable for the current practice and socio-economic context. Therefore, the Ministry of Labour - Invalids and Social Affairs is developing a Draft of Law on Employment (amended) (Draft Law) to implement new orientation and policies of the Party, ensure the synchronization, consistency, and suitability of the legal system and international commitments that Viet Nam participates in. This article introduces some outstanding new points of the Draft Law, focusing on the regulations related to unemployment insurance (regarding subjects of unemployment insurance engagement and payable unemployment insurance rates) and labor registration.

Some key aspects of the Draft Law on Social Insurance

Upon a decade of implementation, besides certain advantages, the Law on Social Insurance 2014 has gradually revealed numerous deficiencies and limitations and is no longer suitable for the current socio-economic development. Therefore, the Draft Law on Social Insurance is being prepared and discussed with a focus on overcoming the current shortcomings of the Law on Social Insurance 2014.
