Report on assessing legal regulations on the state of emergency in the context of pandemic and developing recommendations on the improvement of the laws on state of emergency to prevent and control the COVID-19 pandemic

The research was prepared based on the method of document research of Viet Nam and some documents of the United Nations and other countries. 05 countries were selected for the research, including: Finland, Germany, Sweden, South Korea and Taiwan, based on the characteristics of state structure, COVID-19 pandemic fighting measures, success in COVID-19 pandemic prevention and control, and other characteristics of the political system, geographical location.

Highlights of the Resolution on increasing overtime hours of employees

On March 23, 2022, the Standing Committee of the National Assembly approved Resolution 17/2022/UBTVQH15 on employees’ annual and monthly overtime hours in the context of Covid-19 pandemic prevention and control and socio-economic recovery and development. The Resolution takes effect from April 1, 2022. Highlights of the Resolution on increasing overtime hours of employees are presented in this article.

New points on loan rescheduling, exemption or reduction of interests and fees, retention of loan categories to assist borrowers affected by Covid-19 pandemic

On September 7, 2021, the State Bank of Viet Nam issued Circular 14/2021/TT-NHNN to amend and supplement a number of articles of Circular 01/2020/TT-NHNN providing instructions for credit institutions and branches of foreign banks on loan rescheduling, exemption or reduction of interests and fees, retention of loan categories to assist the borrowers affected by Covid-19 pandemic. This Circular takes effect from the date of issuance.

Some impacts of Circular No. 03/2021/TT-NHNN on enterprises

On April 02, 2021, the State Bank of Viet Nam issued Circular 03/2021/TT-NHNN on amending and supplementing some articles of Circular No. 01/2020/TT-NHNN providing instructions for credit institutions and branches of foreign banks on debt rescheduling, exemption or reduction of interest and fees, retention of debt category to assist borrowers affected by the Covid-19 pandemic which took effect on May 17, 2021.
