Ensuring national energy security under Resolution 70-NQ/TW: New opportunities for the private sector

On August 20, 2025, the Politburo issued Resolution 70-NQ/TW on ensuring national energy security through 2030, with a vision to 2045. In order to achieve the objectives of firmly ensuring national energy security as the foundation and crucial prerequisite for national development, the Politburo has identified seven key task and solution groups to be implemented, of which strongly encouraging private sector’s participation in energy development.

New highlights on opening and using Vietnamese Dong accounts for foreign indirect investment activities in Viet Nam

To upgrade and develop the Vietnamese stock market, simplify procedures and dossier, and facilitate foreign investors when participating in the stock market, on April 29, 2025, the State Bank of Viet Nam promulgated Circular 03/2025/TT-NHNN regulating the opening and use of Vietnamese Dong accounts for foreign indirect investment activities in Viet Nam, replacing Circular 05/2014/TT-NHNN (Circular 05). Circular 03 takes effect from June 16, 2025.

Amendments to regulations on environmental impact assessment – Some effects on investment project owners

On January 6, 2025, the Government promulgated Decree 05/2025/ND-CP amending and supplementing several articles of Decree 08/2022/ND-CP dated January 10, 2022 on elaboration of certain articles of the Law on Environmental Protection 2020 (Decree 05). Decree 05 took effect on January 6, 2025 with several amended and supplemented regulations related to environmental impact assessment.

Some outstanding regulations on fees for appraisal and assessment of mineral reserves and charges for licensing for mineral activities

On February 5, 2024, the Ministry of Finance promulgated Circular 10/2024/TT-BTC stipulating the collection rate, regime of collection, payment, management and use of the fees for appraisal and assessment of mineral reserves and charges for licensing mineral activities (Circular 10), replacing Circular 191/2016/TT-BTC and Circular 91/2021/TT-BTC. Circular 10 takes effect from March 21, 2024.
