The Law on Construction 2025: Simplifying administrative procedures and enhancing State management of construction activities
In order to address the shortcomings of the Law on Construction 2014 and meet new requirements regarding the simplification of administrative procedures and enhancement of construction management efficiency, the National Assembly promulgated the Law on Construction 2025 on December 10, 2025, replacing the Law on Construction 2014.
Outstanding points of the circular on quality management of construction materials
On November 1, 2024, the Ministry of Construction issued Circular 10/2024/TT-BXD (Circular 10) providing regulations on managing construction material (CM) product and commodity quality. Circular 10 takes effect from December 16, 2024.

After 17 years of implementation, the provisions of the Law on E-Transactions 2005 have revealed certain shortcomings and limitations when implemented in practice, and are no longer suitable for economic and social development. In order to overcome such limitations and improve the regulations on e-transactions, the Law on E-Transactions 2023 was promulgated by the National Assembly on June 22, 2023, and will take effect from July 1, 2024.
Some new regulations on appraisal fees in the field of construction
On May 12, 2023, the Ministry of Finance promulgated Circular 27/2023/TT-BTC on prescribing fees for appraisal of technical designs and construction cost estimates, collection, transfer, management and use thereof; and Circular 28/2023/TT-BTC on prescribing fees for appraisal of construction investment projects, collection, transfer, management and use thereof. Circular 27/2023/TT-BTC and Circular 28/2023/TT-BTC was promulgated to replace the provisions on appraisal fees in the field of construction prescribed in Circular 210/2016/TT-BTC and Circular 209/2016/TT-BTC.

Circular 02 will take effect from April 20, 2023.
