On November 1, 2024, the Ministry of Construction issued Circular 10/2024/TT-BXD (Circular 10) providing regulations on managing construction material (CM) product and commodity quality. Circular 10 takes effect from December 16, 2024.

After 17 years of implementation, the provisions of the Law on E-Transactions 2005 have revealed certain shortcomings and limitations when implemented in practice, and are no longer suitable for economic and social development. In order to overcome such limitations and improve the regulations on e-transactions, the Law on E-Transactions 2023 was promulgated by the National Assembly on June 22, 2023, and will take effect from July 1, 2024.

On May 12, 2023, the Ministry of Finance promulgated Circular 27/2023/TT-BTC on prescribing fees for appraisal of technical designs and construction cost estimates, collection, transfer, management and use thereof; and Circular 28/2023/TT-BTC on prescribing fees for appraisal of construction investment projects, collection, transfer, management and use thereof. Circular 27/2023/TT-BTC and Circular 28/2023/TT-BTC was promulgated to replace the provisions on appraisal fees in the field of construction prescribed in Circular 210/2016/TT-BTC and Circular 209/2016/TT-BTC.

On March 3, 2023, the Ministry of Construction issued Circular 02/2023/TT-BXD guiding some contents of construction contracts (Circular 02), replacing Circular 07/2016/TT-BXD, Circular 08/2016/TT-BXD, Circular 09/2016/TT-BXD and Circular 30/2016/TT-BXD. Circular 02 will take effect from April 20, 2023.

On November 30, 2022, the Government issued Decree 99/2022/ND-CP on registration of security interests, replacing Decree 102/2017/ND-CP. Decree 99/2022/ND-CP took effect from January 15, 2023.

On August 31, 2022, Decree 58/2022/ND-CP was issued by the Government on the registration and operation management of foreign non-governmental organizations in Viet Nam. This Decree replaces Decree 12/2012/ND-CP and will take effect from November 1, 2022.
