On 31 March 2026, the Vietnam Banks Association (VNBA) officially issued the Code of Conduct for Debt Collection under Decision No. 15/QD-HHNH of the Chairman of the VNBA’s Council. This is an important document aimed at standardizing common codes of conduct, thereby enhancing transparency, professionalism, and accountability in the debt collection activities of credit institutions.
The Code was developed with technical assistance from the International Finance Corporation (IFC), a member of the World Bank Group, ensuring alignment with international good practices while remaining consistent with Vietnam’s legal framework. Notably, Mr. Nguyen Hung Quang, Managing Partner of NHQuang&Associates, participated as an independent expert of IFC and served as Deputy Head of the Drafting Committee, directly contributing to the development and finalization of the Code.
The Code is grounded in current legal regulations, including the Civil Code 2015, the Law on Credit Institutions 2024, and relevant guiding regulations. Comprising three chapters and 11 articles, the document sets out principles for debt collection and establishes permitted and prohibited conduct for debt collection staff. The Code serves as a highly valuable reference and an important guiding tool in practice.
