The development of guidance materials for Codes of Ethics and Conduct in the judicial sector is a common and well-established practice worldwide, as well as in certain regions and countries. Creating such guidance materials plays an important role in ensuring the proper and effective implementation of prescribed ethical principles, while also helping to raise awareness and strengthen public confidence in judicial activities.

The report offers several recommendations on developing guidance materials for the Codes of Ethics and Conduct in Viet Nam’s judicial sector. Accordingly, it is necessary for Viet Nam to develop such materials for the Codes of Ethics and Conduct, specifically corresponding guidance documents for the Codes applicable to judges, procurators, and lawyers. The development of these guidance materials will help ensure the consistent and effective implementation of the Codes of Ethics and Conduct, bringing Viet Nam’s judicial ethics standards closer to international standards and best practices.
