In order to address the shortcomings of the Law on Construction 2014 and meet new requirements regarding the simplification of administrative procedures and enhancement of construction management efficiency, the National Assembly promulgated the Law on Construction 2025 on December 10, 2025, replacing the Law on Construction 2014. In this Legal Newsletter by NHQuang&Associates, we shall analyze several new provisions of the Law on Construction 2025 that may affect individuals and organizations:
(i) The Law on Construction 2025 supplements new provisions on force majeure events and fundamental changes in circumstances in construction activities;
(ii) The Law on Construction 2025 amends the regulations on feasibility study reports for construction investment;
(iii) The Law on Construction 2025 amends the forms of organization for management of construction investment projects;
(iv) The Law on Construction 2025 amends the regulations on construction permits.
