This Carbon Border Adjustment Mechanism (CBAM) Impact Assessment Report is prepared under the project of cooperation on energy transition and green house gases emission reduction in Vietnam with Southeast Asia Energy Transition Partnership (ETP) under the Memorandum of Understanding between the Department of Climate Change of the Ministry of Natural Resources and Environment and the United Nations Office of Project Services (UNOPS).
The study aims to evaluate the effects of CBAM on Vietnam’s economy and the implementation of Nationally Determined Contributions (NDCs). Based on the findings, the study will provide recommendations to minimize negative impacts of CBAM to Vietnam.

Abstract:
“Carbon Border Adjustment Mechanism (CBAM) Impact Assessment Report” is prepared under the project Impact Assessment of EU’s Carbon Border Adjustment Mechanism (CBAM) and recommendations on carbon tax policies for Vietnam and exclusively for the Southeast Asia Energy Transition Partnership (ETP) and the Department of Climate Change (DCC), Ministry of Natural Resources and Environment, Vietnam.
The CBAM mechanism, when officially applied, will affect Vietnamese exporters in some fields of goods to Europe. If CBAM is expanded to other sectors, the impact of CBAM on the Vietnamese economy may increase significantly. Vietnam therefore should engage proactively with the CBAM and prepare for mitigation of CBAM’s impacts. Based on the research on impact assessment of CBAM, the Report proposes some measures to mitigate the impacts of CBAM on Vietnam.
